„This request is obviously well-meaning but it is probably not going to change the content of television shows. There are a relatively low number of Tivos, DVD Recorders, and other time-shifting electronics, and not all consumers use the commercial-skipping feature. Networks have found another way to increase their revenues, and they're going to fight any attempts to regulate this new advertising model.“
